Joining Co-Op Quests

I'm new to the game and after finishing the Tut I decided to TRY to join my brother in some co-op quests. Everything I do I cannot get myself to the point of successfully creating or joining a match. I just get a clicky noise like it was suppose to work but doesn't. I'm playing PC through Steam. Any solution would be appreciated! thanks!!!
